The Prequalification panel for the provision of procurement services: Procurement Services Panel has recently been established by Strategic Procurement in support of the procurement reform strategy.

The Procurement Services Panel is a facility which enables agencies to access procurement services from pre-qualified suppliers using a standardised contract and related processes.  The Procurement Services Panel comprises a panel of pre-qualified procurement service providers, and provides a convenient means for suppliers and customers to interact and seek quotes for work to be undertaken, and also an opportunity to leverage agreed contract terms and liability position approaches.

The panel has been established for a one year initial term, with two one year extension options, up to a maximum period of three years. The Procurement Services Panel streamlines the selection of potential suppliers, submitting of Request for Quotes, and management of responses and notifications. The broad categories of procurement services that can be accessed from this arrangement includes:

  • Business Case Development;
  • Planning and Strategy Development;
  • Stakeholder Engagement and Communication;
  • Procurement Operations and Support;
  • Evaluation Support;
  • Risk Assessment and Analysis;
  • Negotiation and Contracting;
  • Transition and Implementation Assistance; and
  • Contract Management.

Agencies are encouraged to consider using the Procurement Services Panel where appropriate with the view to benefiting from the simplified approach and reduced cost of supplier engagement.  There is no limit to the number of suppliers that will be included on the panel. Over the term of the contract, additional suppliers may apply and demonstrate their capability for inclusion on the panel.
