New State Procurement Board Policies, Guidelines and Templates from 1 September 2016

Government has listened to the needs of the local business community by implementing a major procurement reform strategy that supports local business by improving procurement practice across government.The reform strategy will make government a better customer by adopting the Premier's Better Customer Charter for Business throughout the procurement process.

The State Procurement Board's policies guidelines and templates have been revised in line with the reform strategy which came into effect on 1 September.

Revised market approach documents are available. An Invitation to Supply replaces the Request for Tender and Request for Proposal. There are no longer separate Bid Rules.

A new, simplified Standard Goods and Services Contract template and clause bank template has been developed.

Please note that whilst the mandated policy requirements and templates are for use from 1 September 2016, a transition period to 1 January 2017 allows public authorities sufficient time to fully adopt the new requirements across their procurement operations. Rescinded standard tender and contract documents are available until 31 December 2016 and can be accessed here.
